(4) Until registration has been approved by Government,

no labour union shall use any name other than that of Preparation Office, and shall collect no membership fees or entrance fees. Also no labour union, whether it has been registered or not, shall compel by force of arms or by any other form of intimidation anybody

to become a member.

No workmen shall carry with them any weapons in any procession, and in case of any breach of this rule, the Police and the Military shall have power to disperse the procession and confiscate their weapons at any time. Goverment shall arrest at any time any mob fighting with arms or refusing to obey the Police

or Military.

C.

Regulations for swall handicraftsmen:-

(1) Anybody who has been licensed with a small business

licence to employ less than 3 workmen and has been duly registered by the Police, will be classified as

"small handicraftsmen".

(2) Same as proposed regulation (2)

(3) All handicraftsmen who have not joined any union,

shall have freedom to continue their work during a strike. But this shall only apply to the handicrafts-

men themselves.
